The ground-level program in Boulder County is a structured transition pipeline serving unhoused individuals and those exiting incarceration. This program grows directly out of relationships built inside the system, serving as a direct continuation of the Reimagine program founded by Dante Lamar Owens, known as Rip, at Sterling Correctional Facility. The people running this program have slept outside, served the time, and navigated every system they now help others navigate. That lived experience is verified field data and the core mechanism by which trust is built fast enough to stabilize someone in acute crisis.
To complement our mobile street outreach, the Center operates a sensory-grounded physical drop-in space in Boulder County. Designed as a restorative community sanctuary featuring quiet seating, rugs, ambient lighting, coffee and tea stations, and recreational equipment, this facility provides a trauma-informed environment where unhoused and justice-involved individuals can drop hypervigilance, access peer support, and engage in somatic recovery workshops outside the elements. It also serves as our administrative base for confidential case navigation, vital records acquisition, and program operations.
Rapid connection to low-barrier emergency shelter and sober living placement across Boulder County. Stable housing and physical safety are not rewards at the end of a program; they are the absolute prerequisites for long-term recovery.
Hands-on assistance acquiring state IDs, Social Security cards, birth certificates, SNAP, and Medicaid coverage. Street Elders utilize warm handoffs and direct transportation rather than simply handing out phone numbers or referral slips.
Connecting participants to housing voucher specialists and legal reentry pathways, actively tracking paperwork and court requirements so administrative barriers do not trigger reincarceration or displacement.
Direct practical instruction delivered by an Advanced Peer Recovery Specialist and Street Elders. Programming covers financial literacy, business formation, legal compliance, credit repair, digital literacy, and body-based somatic grounding practices designed to regulate chronic nervous system hypervigilance.
Participants who achieve stability are offered a path to train as peer leaders and Street Elders. By converting their past survival experience into generative community leadership, individuals cycle back into the program as the team running field operations, sustaining their own long-term recovery through service to others.
